Kuwait Civil ID Address Scam: How Building Caretakers & Tenants Sell Your PACI Address
Kuwait’s Public Authority for Civil Information (PACI) has been running a campaign to remove expired leases, demolished buildings, and outdated property ownership records from its database. However, this cleanup effort has led to a growing black market for PACI addresses.
How the scam works

Caretaker-led fraud: Building caretakers (haris) use the property owner’s Civil ID, PACI number, fake lease contracts, and rent receipts to register a “new tenant” for KD 70–150. Once done, the genuine resident’s address is removed from the PACI system, and their name is published in the official gazette as removed.

Tenant-led fraud: Some existing tenants accept KD 150–200 per year to add another person’s name to their lease—someone who never actually lives there—making that person’s PACI address appear valid.
