Kuwait’s First Deputy Prime Minister and Minister of Interior, Sheikh Fahd Al-Yousef, has issued a ministerial decision that opens new appointment opportunities for eligible non-Kuwaiti nationals in the Kuwait Fire Force (KFF). The decision establishes the rules and procedures for appointing non-Kuwaiti firefighters as non-commissioned officers.
Eligibility Requirements
Non-Kuwaiti nationals may be appointed to the General Fire Force if their Kuwaiti citizenship was withdrawn by decree under Clause 4 of Article 13 of Amiri Decree No. 15 of 1959 concerning the Kuwaiti Nationality Law and its amendments. This specific eligibility criterion is central to the new appointment pathway.
Application and Selection Process
Appointments will be made under contracts concluded directly with applicants. All candidates must undergo required security checks and procedures conducted by the relevant authorities before proceeding. The final decision to accept an applicant rests with the head of the Kuwait Fire Force, ensuring thorough vetting before employment.
The decision also allows the force to evaluate training courses and professional qualifications that applicants previously obtained through the General Fire Force’s Education and Training Institute. These assessments will be carried out according to regulations established by the head of the force, ensuring fair evaluation of prior experience and training.
Terms of Employment
Successful appointees will be governed by Law No. 13 of 2020 concerning the General Fire Force, along with all relevant regulations and the employment contract attached to the ministerial decision. This legal framework ensures clarity on rights, responsibilities, and working conditions.
A five-year service commitment is required from all appointed personnel, with the possibility of renewal based on the force’s requirements and assessment. During their service, appointees must comply with all applicable laws, regulations, decisions, orders and instructions governing the General Fire Force and perform the duties and positions specified in their employment contracts.
The head of the Kuwait Fire Force, or an authorized representative, retains the authority to transfer an appointee or assign them to other duties when deemed necessary for operational requirements.
What This Means for Expats
Non-Kuwaiti expats who previously held Kuwaiti citizenship and meet the specified criteria now have a formal pathway to join the Kuwait Fire Force as non-commissioned officers. The decision provides clarity on eligibility, selection procedures, and employment terms, with recognition of prior training and qualifications obtained through the force’s own institute.
