Kuwait Clarifies Airport Fees on Airline Tickets

Kuwait’s Directorate General for Civil Aviation (DGCA) has clarified that Circular No. 58/2026, issued on October 19, 2026, does not introduce entirely new airport fees. According to PACA official spokesperson Abdullah Al-Rajhi, some charges have been in effect for some time, while others were introduced more recently.

The circular standardizes how airport fees appear on airline tickets, requiring each charge and its value to be clearly itemized. This allows passengers to understand all cost components when booking.

The measure protects passenger rights and promotes transparency between travelers, airlines, and travel agencies. The detailed breakdown also helps passengers reference charges when cancelling bookings or requesting refunds, subject to applicable ticket terms and regulations.

All airlines and travel agencies operating in Kuwait must comply by displaying fee codes and amounts clearly and separately on tickets. The DGCA will continue supervising compliance to ensure transparent travel procedures and strengthen regulation of Kuwait’s air transport sector.
